It's to prevent spam and LQ posting, which it seems to be doing a good job of so far

It's not going to instantly resolve all LQ posting and get rid of it entirely, but it definitely reduces it by a lot and has been working pretty well so far. Obviously people are going to find ways around it to bypass it and still LQ post which is gonna happen no matter what, but it definitely has helped for the majority of it being implemented.
