Let us delete threads non-upgraded

Would be really nice to clean up after our selves instead of seeing threads saying "Closed" everywhere

I think that junking/deleting a ton of threads negatively impacts the site, and giving that power to every member is not a good idea.

Closed threads will be naturally suppressed as there will be no activity bumping them.

Pretty much this for now. Just another incentive for users to sign up and thread count won't be mass-impacted.
