Poll Functionality

In the Lounge sections or Joke/Troll sections, let the thread author pick a couple options and a ending date. People could vote on whichever Anime they think is the best in the Anime section, vote on what song hits the hardest in Music section, vote on which GPU is better in the Gaming section, etc. It could even be used in the Giveaway section to pick a prize.
