Just seems like miscommunication between the both of you and I don't think I can ask him to refund you for it.
In my opinion you weren't clear at all while attempting to say you're giving aged accounts.
He could've stated guidelines for you before the deal started but in my opinion unless you're asking questions it's not on the seller to explain how the world works.
